Joseph Bouhadana possesses over 30 years of international experience in oil & gas (process plants and pipelines), offshore wind power, and nuclear power plant projects for both major owners and top tier contractors. His experience includes EPC lump sum projects in engineering development, proposal and contract management, and claims and arbitration in all phases of projects from front end engineering design (FEED) to construction, startup, commissioning, and operations.
Mr. Bouhadana leverages his commercial and technical knowledge and expertise in project closeout and arbitration support for high value claims to provide expert analysis and assist clients with complex construction disputes and mediation.

Project involved extension of time (EOT) claims. Served as acting deputy project manager in absence of manager on site. Responsible for coordination with consortium leader Acergy (now Subsea7).
BP France – $120M Isomerization Revamp, Lavera, France
Project engineer responsible for $120M isomerization revamp of the FCC and catalytic reforming units.
British Petroleum – Piedemonte $60M, 200 mmscfd Gas Processing Plant, Bogota
Senior project engineer responsible for front-end engineering package.
DONG – North Sea Offshore LNG Platform, Denmark
Senior contract manager responsible for claims and arbitration preparation. The platform and jacket were fabricated in Okpo, South Korea, by DSME.
Ecopetrol – $30M FCC Revamp Lump-sum Proposal, Cartagena
Assigned as senior project engineer to assist on this proposal.
ExxonMobil – Operadora Cerro Negro $900M Upgrader
Contract and procurement consultant responsible for material purchase and maintenance contract negotiation/award during plant operation. Trained in ExxonMobil operations and financial procedures (OIMS, BIMS, CIMS) and Maximo system (equivalent to SAP). The majority of the work was performed in Spanish. Additionally , was responsible for closeout of construction subcontracts. Resolved spare parts, customs, and insurance issues for imported material with Japanese EPC contractor JGC.
GTIM (Total, Sonatrach, Cepsa) – Timimoun Gas Central Processing Facilities (CPF) Gas Project, Algeria
This $1B gas project included pipelines (Bonatti) and wellpads. General manager – contract management and claims responsible for claims and contracting in French with frequent trips to the project site.
Hamaca Project $1.5B Upgrader, Puerto La Cruz, Venezuela
Site contract manager responsible for invoice approval, communication with EPC contractor (Fluor), change order resolution, and project closeout after mechanical completion for upstream and downstream projects. Provided claims analysis to support the law firms of Shearman & Sterling and Pepper Hamilton to address $600 million claims in New York arbitration related to soil remediation, labor issues, changes in law, force majeure, and constructive acceleration.
Lasmo – $500M Dacion Upstream Project, Caracas, Venezuela
Coordinated procurement and engineering disciplines to meet the fast-track schedule on contracts/service orders and purchase orders.
NutraSweet/Ajinomoto Plant, Dunkirk, France
Project engineer responsible for front-end engineering.
Orifuels Sinovensa (CNPC-PDVSA) – $500M Orimulsion Plant and Tank Farm
Subcontract manager responsible for approval of invoices, change-order resolution, and presentations of change orders and amounts to Tender Committee.
Pemex – Dos Bocas 340,000 BPD $4.6B New Refinery Project
General manager – contract management and claims responsible for contract formation in Spanish with frequent trips to Mexico City.
Petroleos de Venezuela SA (PDVSA) – $1.5B Gas Plant
Contract manager responsible for formal letters to the client and joint-venture partner in Venezuela (Inelectra), review of insurances-bonds, and negotiation and pricing of engineering and construction change orders for site preparation (mostly in Spanish).
PDVSA – $800M PARC (Maraven) Project Delayed Coker Unit and Gas Plant
Senior project engineer responsible for review of contract requirements, project schedule, and man-hour budgets. Developed specifications, piping and instrumentation diagrams (P&IDs), process flow diagrams (PFDs), plot plans, equipment lists, and technical input for requisition of equipment and materials. Implemented BP’s Mancon program for inspection and testing of all plant components on the units and coordinated those activities between Foster Wheeler USA in Clinton, NJ, and Foster Wheeler Italiana in Milan, Italy.
Petrolera Ameriven (ChevronTexaco-ConocoPhillips-PDVSA), Iberdrola/Avangrid Power (AGR) – New England 1 Project, Boston, MA
Responsible for contract management for transportation and installation (T&I) packages for this offshore wind project. Specifically, was responsible for tendering and contract formation and negotiations for T&I of foundations (monopiles), transition pieces, electrical services platform, inter-array cables, wind turbine generator, and scour protection. Involved FIDIC, LOGIC, IMCA, and BIMCO type contracts with top international marine contractors such as Van Oord, Seaway 7, Saipem, Maersk, Heerema, Great Lakes Dredge and Dock, and Boskalis. Project delayed indefinitely in March 2025. Responsible for contracting for new business and development groups related to engineering, real estate, marine surveys, and studies using Master Services Agreement (MSA) type contracts with task orders and Memorandum of Understanding (MOU).
Petropower – Two-drum Delayed Coker, Chile
Senior project engineer responsible for detailed engineering.
Tennessee Valley Authority – Bellafonte Nuclear Plant, Alabama
Mechanical engineer responsible for earthquake and thermal stress analysis of piping systems.
