Biography
Chris Sullivan, senior managing director for Interface Consulting, has over 35 years of experience in engineering and project management in the US and abroad. As a specialist in the commercial and technical aspects of project management, Mr. Sullivan has worked on many high-profile engineering and construction projects involving refineries, chemical plants, petrochemical and industrial facilities, oil and gas facilities, power plants, pipelines, and commercial buildings. Evaluated if the owner’s engineering and other development efforts were reasonable, necessary, and prudent in light of project challenges. Lastly, reviewed the owner’s contracting and risk sharing approaches with the contractors. Case settled favorably for the client.

Analyzed and quantified schedule delays, disruptions, and labor productivity impacts to the mechanical construction work at a state- of-the-art aeronautics manufacturing facility in Texas. Primary issues included scope growth, material/equipment defects, interference, late predecessor work, late equipment delivery, and acceleration. Evaluated design, procurement, and construction issues and advised claim negotiation strategies regarding the construction of a $100-million air separation unit in Texas. Principle issues included design changes, schedule delays, labor overruns, labor productivity impacts, late equipment and material deliveries, bid errors, and force majeure impacts.

Analyzed design/construction defect issues and estimated remediation costs relative to a 350-unit apartment complex in Ohio. Primary issues included defective roofing installation and painting defects. Presented analysis in an expert report for litigation purposes.

Evaluated various technical and project management issues associated with the upgrade of crude oil pumps, a control system, power generation facilities, and other systems at four (4) crude oil pumping stations. Analyzed various engineering and standard of care issues involving the engineering and construction of a chlor-alkali salt-to-bleach plant including schedule delays and increased costs associated with engineering changes, 3D CAD model changes, defective engineering, rework, and mismanagement. Reviewed and analyzed hundreds of piping and instrument diagrams (P&IDs) to evaluate the impact of changes, if any, on the project’s cost and schedule. Testified in arbitration, which led to a favorable settlement for the client.
Combined Cycle Power Plant Conversion, Domestic
Analyzed contractor claims for schedule delays and increased costs for the addition of a heat recovery steam generator (HRSG), steam turbine, air-cooled condenser (ACC), and other items to convert a simple-cycle gas turbine into a combined-cycle power generator. Issues included late and defective owner-furnished equipment, over-inspection, changes, late engineering drawings, acceleration, requests for information (RFIs), delays, and disruption. Assisted the client in negotiating a favorable settlement.
Combined Cycle Power Plant Conversion, Domestic
Served as consulting expert on the construction and conversion of an existing gas turbine to combined cycle operation. Reviewed contract and change order issues; evaluated contractor claims; reviewed scheduling issues; and advised the client on various issues including change orders, rework, defective design, schedule delays, cumulative impact of changes, and other technical issues. Evaluated damages to the combustion gas turbine due to contamination in the natural gas feeding the unit. Identified and evaluated contaminants in the natural gas coming from various pipelines and assessed the formation of iron oxides/black powder and the impact on the air intake and combustion gas turbine systems. Prepared an expert report for litigation purposes.

Performed various engineering activities to increase the capacity of a South American refinery.
Crude Oil and Natural Gas Processing Plant, International
ICC Arbitration – Analyzed over 50 alleged changes with a claimed value of over $1 billion to determine if they were valid contract changes. This required an engineering analysis to review piping and instrument diagrams (P&IDs), project specifications, equipment specifications, plot plans, heat and material balances (H&MBs), materials of construction, and other technical drawings and documents. Issues included impacts resulting from alleged owner changes, HAZOP changes, changes in feed gas composition, and equipment material supply changes. Quantified the cost of each alleged change and testified in Paris, France, regarding the quantum and validity of each alleged change.
Crude Oil Degassing Facility, Domestic
Evaluated contractor claims for additional compensation and a schedule extension for a crude oil degassing project at the Strategic Petroleum Reserve in Texas and Louisiana. Issues included design changes, differing site conditions, plant access, constructive changes to the contractor’s means and methods, defective plans and specifications, labor productivity, over-inspection, and site overhead and extension costs.
Crude Oil Pipeline Spill, International
Analyzed the maintenance and operation of a crude oil pipeline following a major oil spill and fire at a crude oil pumping station in Mexico. Evaluated pipeline design and operating pressures, as well as the integrity management systems in place to monitor pipeline systems.

Analyzed over 30 contractor claims to determine if the alleged changes were valid and to quantify all valid changes. Issues analyzed included piping design changes, incorrect material specifications, and engineering errors and omissions. Presented analysis to the client for claims negotiation and settlement purposes.

Presented analysis in an expert report for arbitration purposes.
