Biography
As an associate director for GlassRatner, Jacob Hammond provides forensic analysis and assessment of engineering and construction claims and disputes and presents findings through the development of complex spreadsheets, charts, and demonstrative graphics. Utilizing his technical aptitude and design capabilities, he specializes in evaluating schedule delays, disruptions, and acceleration and the damages associated with these impacts, and creating high-caliber, persuasive graphics and demonstrative evidence. These illustrations are used in presentations, claims, expert reports, and dispute resolution forums and are integral to successful outcomes during negotiations, mediation, arbitration, and litigation. Mr. Hammond also extends his graphical and technical skills to GlassRatner’s marketing team to improve the firm’s website and develop marketing materials for digital and social media initiatives.

Shoshone-Bannock Tribes Casino Expansion Phase II
Evaluated contractor requests for information (RFIs) to determine adequacy of owner-provided design. Assisted with developing an animated “measles” chart to show the extent of contractor RFIs and owner changes and demonstrated that the owner’s design was not sufficient to construct the facility. Client achieved a favorable arbitration outcome.

Bayport Container Terminal Land Development Preparation South of Port Road
Analyzed labor productivity data and schedule delays on an earthwork and drainage infrastructure project. Developed demonstrative graphics for mediation that allowed client to achieve a favorable settlement.
City of Sacramento Accelerated Water Meter Program
Developed a data analysis methodology to review and compare various data points included in 1,200 water meter inspection reports from multiple parties. Assisted with the review of water meter construction materials to determine compliance with contractual specifications and project requirements. Assisted with the development of an expert report detailing findings.
Texas DOT FM 1314 Culvert Installation
Reviewed daily reports, weather data, and project schedules to analyze schedule delays caused by adverse weather and incorrect geotechnical documents on a culvert installation project. Assisted with the preparation of an impacted-as-planned schedule analysis for submission by the client to the Texas Department of Transportation.
