Chris Sullivan, vice president of operations and a principal consultant for Interface Consulting, has over 30 years of experience in engineering and project management in the U.S. and abroad. Responsible for all phases of contract execution. Directed the activities of all personnel assigned to the project and acted as the primary contact point with clients. Responsible to the client and Foster Wheeler executive management for the successful, on-time, and on-budget completion of projects. Managed the following types of projects:

    • Delayed cokers
    • IGCC power projects
    • Hydrogen plants
    • Refinery optimization studies
    • Visbreakers
    • Various other refinery, chemical, and petrochemical projects

Directed the proposal department throughout all phases of proposal and commercial activities, including proposal preparation, estimating, contract legal review, cash flow analysis, and contract negotiation. Responsible for personnel assignments and development, and a department budget of over $5 million.

Business Manager

Managed contract administration, change orders, and cost and schedule control for a $205 million lump sum turnkey (LSTK) lube oil expansion project in Egypt. Coordinated all responses to fiscal, tax, and legal issues. Developed a value-engineering program to identify cost saving measures.

Director of Lump Sum Turnkey (LSTK) Proposals

Supervised proposal teams for various Foster Wheeler Continental Europe affiliates throughout the entire LSTK proposal process including proposal preparation, estimating, engineering, scheduling, contract legal review, financial review, cash flow analysis, constructability review, and procurement.

Deputy Director of Commercial Operations

Assisted the Commercial Director in reviewing and monitoring all commercial group activities including proposal development, cost estimating, contract negotiation, and turnover to project management.

Proposal Manager

Prepared technical and commercial proposals, qualification brochures, client presentations, and client communications associated with bidding Foster Wheler France projects. Defined winning strategies with management and sales team. Reviewed estimates, recommended pricing, reviewed contracts and coordinated sales and proposal department presentations. Presented proposals to the board of directors for review and approval, reviewed proposals with the clients, and successfully negotiated numerous proposals/contracts resulting in hundreds of millions of dollars in new business.
