Philip D. Barnard, PE, CCE

Philip Barnard, Interface Consulting senior vice president and principal consultant, is a veteran in the construction management industry with over 30 years in the field. As a former contractor and Assistant Director of Public Works for the City of Houston, Mr. Barnard’s experience includes multimillion-dollar construction projects, heavy civil and bridge construction, and project management for facilities and other public works projects. With Interface Consulting, Mr. Barnard conducts claims analysis, damage assessments, dispute resolution, and schedule analysis for contractors and owners and provides comprehensive litigation support as a management consultant and expert witness. He holds a Bachelor of Science in Civil Engineering from Southern Methodist University and is a registered professional engineer in the state Texas and a certified cost engineer (CCE).
