Philip Barnard, Interface Consulting senior vice president and principal consultant, is a veteran in the construction management industry with over 30 years in the field. As a former contractor and Assistant Director of Public Works for the City of Houston, Mr. Barnard’s experience includes multimillion-dollar construction projects, heavy civil and bridge construction, and project management for facilities and other public works projects. With Interface Consulting, Mr. Barnard conducts claims analyses, damage assessments, dispute resolutions, and schedule analyses for contractors and owners and provides comprehensive litigation support as a management consultant and expert witness. He holds a Bachelor of Science in Civil Engineering from Southern Methodist University and is a licensed professional engineer in the state of Texas and a certified cost engineer (CCE) with the Association for the Advancement of Cost Engineering International (AACEI).
