Interface Consulting’s corporate management team possesses the experience and guidance that ensures our status as the premier construction consulting firm. Under this team’s leadership, the firm has experienced continuous growth and success since it was founded in 1986.                  


Mr. Frank G. Adams - President

Mr. Adams founded Interface Consulting International, Inc., in 1986 after serving in management with two large international construction firms. He has experience on over 250 construction projects in over 35 countries. Mr. Adams has been an arbitrator for the American Arbitration Association since 1988 and testified as a construction expert in state and federal courts and the London Court of International Arbitration, International Chamber of Commerce, United Nations Commission on International Trade Law, and American Arbitration Association arbitration forums. Mr. Adams belongs to numerous trade and professional organizations where he serves in an educational and leadership capacity. He holds a Master of Business Administration and a Bachelor of Science in mechanical engineering from Tulane University. 


Mr. Philip D. Barnard - Senior Vice President

Mr. Barnard joined Interface Consulting International, Inc., in 1995 as a principal consultant and was named senior vice president in 2004. Prior to joining Interface Consulting, he held senior management positions with a large city’s public works department and a major US construction company. Mr. Barnard is a member of the Association for the Advancement of Cost Engineering International, the American Society of Civil Engineers, and other professional organizations. He earned a Bachelor of Science in civil engineering from Southern Methodist University and is a registered professional engineer in the state of Texas and a certified cost engineer. 


Ms. Lisa Sumner Heard - Vice President – Commercial Group 

Lisa Heard
Ms. Heard has management responsibility for Interface Consulting’s business operations, including overseeing the firm’s human resources, marketing, advertising, and public relations departments. She has been with the firm for over 20 years, holding several management roles, and has been instrumental in its development. Prior to joining Interface Consulting, she gained career experience with a marketing and research firm and an advertising and public relations agency. Ms. Heard is active in and has held board positions in numerous professional associations and community organizations, including serving as president for the Marine Technology Society, the Professional Women’s Breakfast Club, and the Friends of the Hospice at the Texas Medical Center and has served as programs director for the Society for Marketing Professionals. Ms. Heard graduated from The University of Texas at Austin with a Bachelor of Arts in psychology and government.


Mr. Christopher J. Sullivan - Vice President – Operations


Mr. Sullivan joined Interface Consulting International, Inc., in 2002 as a senior consultant. He has since been named managing consultant and, in 2006, vice president – operations. He has extensive engineering and construction industry management experience having worked on over 100 engineering and construction projects in more than 25 countries. Since joining the firm, Mr. Sullivan has assisted with over 75 construction disputes and consulting assignments and testified in court and arbitrations as a construction expert. He holds a Master of Business Administration from Temple University and a Bachelor of Science in chemical engineering from Northeastern University.
